White House: Promoting Advanced AI Innovation and Security (issued 6/2/26)
- Directs the prioritization of cyber defense for National Security Systems, Department of War information systems, and civilian federal government information systems.
- Directs the Secretary of the Treasury, in consultation with other partners, to form an AI cybersecurity clearinghouse where the AI industry and operators of critical infrastructure can coordinate scanning for and remediating vulnerabilities on a voluntary basis.
- Directs the Secretary of the Treasury, the Directors of the National Security Agency and the Cybersecurity and Infrastructure Security Agency, the National Cyber Director, and other partners to develop a classified benchmarking process for “covered frontier models” and a framework through which developers provide the federal government with access to covered frontier models for up to 30 days before model release.
United Nations: Compliance of products with embedded artificial intelligence (issued 10/30/24)
- Establishes a common regulatory arrangement (CRA) for products with embedded AI, promoting harmonization of standards and risk and conformity assessment procedures across nations.
- Calls for market monitoring to ensure compliance with established criteria, human oversight in high-risk products, and adherence to international standards.
- Encourages regulatory convergence and interoperability internationally.
Arkansas: Arkansas HB 1876 (Ownership of Model Training and Content Generated by a Gen AI Tool 2025) (enacted 4/15/25)
- Assigns ownership of AI-generated content to the person providing the input, unless infringing on existing intellectual property.
- Assigns ownership of trained AI models to the person providing the training data, given the data is lawfully acquired and ownership rights have not been transferred by contract.
- Treats AI work done by employees under employer direction as employer-owned, provided the work is within the scope of employment and controlled by the employer.
Ghana: Ghana National AI Strategy: 2023-2033 (issued 10/1/23)
- Creates a National AI Strategy to accelerate Ghana's development through responsible AI use.
- Identifies key pillars like AI education, digital infrastructure, data governance, and public sector AI adoption for inclusive growth across all sectors.
- Establishes a Responsible AI Authority to implement the strategy, coordinate stakeholders, and ensure ethical AI deployment.
Congress: S.3193 Algorithm Accountability Act 2025 (introduced 11/18/25)
- Amends Section 230 to impose a duty of care on social media platforms in the design and operation of recommendation algorithms, holding them liable for foreseeable bodily harm and removing liability protections for violations.
- Allows affected individuals to sue for damages while excluding smaller platforms and certain types of services.

- In April, we announced the launch of a new state AI governance blog series powered by AGORA. The series will cover state-specific AI governance approaches and cross-cutting AI governance themes that span multiple states. Blogs that spotlight a state will be accompanied by links to the full set of AI-related laws enacted since 2020 in that state to support deeper analysis.
